Please take care to buy your entry visa on arrival from the BANK KIOSK and NOT through anyone, including any travel agent, offering to organise one for you. At the bank kiosk you will only pay 25 USD or the equivalent in euros, GBP, Swiss francs or any exchangeable currency according to the bank exchange rate on the day. 
Some people have been persuaded to allow ‘agents’ to help them which has often meant them paying far more than they needed to. The bank kiosk is located on your left hand side just as you walk into the arrivals terminal. Be aware that anyone, including tour agents, might try to redirect you but just politely decline any help.
The bank kiosk is open to all international flights on arrival 24/7. It belongs to the National Bank of Egypt. You can also exchange some money to Egyptian pounds but ask for small change as it’s often difficult to exchange large denomination notes at hotels.
